PROGRAM

          The town of North Greenbush  (NGB) currently supports the police and fire departments.  One reason for supporting the new development at the intersection of Routes 4 & 43 is to prop up the tax base.  Residents are burdened by the hefty school tax.  NGB wants to minimize additional taxation (for police/fire etc.), development plan should aide in this matter.  It should take approximately 10 years before the new development will achieve its full value to the community., but the retail value (additional taxes) that will go on the books will be incurred immediately.

   There will be a lot of turn lanes and 4 traffic circles are proposed in order to foster fluid traffic flow.  Proposed stores will be different from those in the Clifton Park, Latham and Albany malls.  Some stores proposed are; Kohls, Old Navy, Friday’s TJ Max, Fashion footwear and other smaller stores.

     The Northeast parcel (currently being developed) will be called Van Rensselaer Square Mall and will piggyback NGB town plans for office space, condos and factories.

     The left hand side (southeast corner, near Stewart’s) will be 7 different paths with bridge and little shops (possible like an outlet center).  On this corner possibly a Lowe’s (idea being battled by EGB) or a Cabella’s outdoor Living Center

    At the current time the Tech Park connector is approximatel a $92 million dollar project.  This NGB development is separate from the connector project but may meld together at some future time.

    The Southwest comer will be called Quackenderry Mall.  The northwest corner is privately owned at this time.

Mark Evers reported that “…the towns of EGB, NGB, WSL, AP and surrounding areas are growing.  Growth puts a burden on the area.  We’ve got to have a vision to deal with the growth.”  We need to “have people that live here, shop here.  It will keep taxes down and be able to provide more services.  We have to grown and plan for the future.”

     Questions form the floor;

Chris Will there be a bookstore? Mark – That’s a frequent request but with so much available online, it’s not likely

John B. Where has research for the project come from? Mark -  Research is/was the responsibility of the developers.  There will be street lights in the area and a greater stretch of the road will be 4 lanes.

Kevin S. Please summarize the opposition viewpoint . Mark  - residents of the Dutch(?) area don’t want this project in their back yard.  Also the NGB Town Board members have flip-flopped on some of their previous stances re: the matter.  Some issues that they voted for are now being reconsidered and some issues that were denied are now being reconsidered.  It’s hard to keep track of  where each Board member stands.

Joe C.  Time frame for opening?   Mark  - Fall and definitely by Christmas

Botsy  Will there be sidewalks? Mark  - internally within the boundaries of the malls –yes.  Project is planning to have walkways between all sectors.

Chet  The light just a short ways up Route 43 make travel difficult in icy weather.  What will be done with that?  Mark - That’s a State issue.

John B.  Where’s the dividing line between NGB & EGB?  Mark - the line was in controversy several years ago.  EGB includes Home Depot, Dunkin Donuts and Green Mountain Coffee and east.  West of that area is NGB

John B.  Asked about the hydralics and water tables – fear that water run-off won’t be contained

 Mark – There are 3 retention ponds.  The recent rainfall has them near capacity.  Engineers looked at them on 3/31 and will review the situation and alter plans if necessary.

Barb  What’s the status of the NW corner? Mark  - It is still privately owned.  Old Tome Warner bldg. is leased by the Town of NGB.  Best Road contains wet lands.  Town hopes that current owners will donate the land to be used for Police station and a park
